BACKGROUND
The State of Chhattisgarh is endowed with considerable mineral wealth. The Directorate of Geology and Mining (DGM) under the Mineral Resource Department acts as the custodian of this wealth. Under this special provision, the Department is actively engaged in bearing the onus of the development of minerals and industries in the state.
The DGM were looking to implement a solution that would automate an intensive manual process with ICT – especially in consolidating the royalty, DMF and NMET in a single pool account along with automatic revenue assessment. Moreover, the DGM were looking to fully curb illegal mining activities and reconsolidate MIS reports.

The Solution
The Integrated Mines and Minerals Management System combined .Net technology with MVC in order to form a robust IT process that would drive compliance with all Central and State mining rules.
The challenges to be solved were:
· Online Collection of Royalty, DMF and NMET
· End-to-end mineral tracking
· Online Generation of e-Permit and e-Transit Pass
· To assess the actual royalty generated against the lifted quantity
· Reducing the quarterly assessment period to monthly or real-time
Transparency in mineral storage and transportation policy
The solution, while implemented at the DGM, was hosted at the State data centre. The solution was of a 24X7 nature and a help desk was set up for the convenience of all the stakeholders such as the lessee, licensee, end user, vehicle owner and government departmental officers, integrating them all onto one platform. The quality checks enforced were the usage of prepared test-cases and test scenario. Additionally, the project had also been awarded to the STQC team by the DGM for functional, quality, performance, security and load testing.

THE IMPACT
As a successful solution, the project was presented to PMO officials by the Honourable Chief Secretary of Chhattisgarh. In terms of the substantial impact that it had created, all mineral stakeholders were now transacting on the same portal. Dispatch could now immediately follow statutory clearances and a mining plan. This meant that applicants now no longer faced the need to go to the mining office to obtain permission for mineral dispatch. The system was capable of checking all necessary permissions for mineral dispatch.
